E-DEMOCRACY AND CITIZENSHIP IN DIGITALIZED PUBLIC SERVICES: ENTROPY- BASED MABAC APPLICATION EXAMPLE OF EU COUNTRIES

Özet

As a result of the worldwide hegomony brought by the phenomena of digitization, e -democracy has emerged as a form and field of application for democracy. By placing the citizen at the center, demand-driven public services that have begun to transition to digital platforms have also become an application area for e-governance and e -democracy concepts. Digital skills for citizens and e-platforms for public service have become increasingly important at this point. The European Commission publishes "Digital Economy and Society Index (DESI)" Reports that assess how well member nations of the European union (EU) are performing in this area. The aim of this study is to analyse the digital transformation performances of EU countries in the period of 2018-2022 using Entropy and MABAC methods over DESI Reports. The dataset of the research is the DESI Reports published in 2018, 2019, 2020, 2021, and 2022 for each EU country. According to the result of the entropy application, it has been determined that the DESI Report with the highest impact on the result of the analysis is the 2018 DESI Report, and the DESI Report with the least impact is the 2021 DESI Report. According to the findings of the research, it has been determined that the countries with the highest digital transformation performance in 2018-2022 are Denmark, Finland and Sweden, respectively. It has been determined that Romania, Bulgaria, and Greece, in that order, perform the worst in terms of digital transformation.
