Bu tez Türkiye-Irak ilişkilerinde petrol faktörü üzerinde durmaktadır. Dünya petrol rezervleri sıralamasında ikinci sırada yer alan Irak'ın sahip olduğu petrol rezervlerinin Akdeniz'den Batı'ya taşınmasında Türkiye çok önemli bir role sahiptir. Bu amaçla 1973 yılında Kerkük-Yumurtalık Petrol Boru Hattının yapımı için Türkiye ile Irak arasında bir anlaşma imzalanmıştır. Bu anlaşma sonucu Türkiye Irak'ın petrolünü Batıya ulaştırmış ve jeo-stratejik önemini arttırmıştır. I. Körfez savaşında Türkiye Birleşmiş Milletlerin ambargo kararlarına uymuş ve ekonomisi büyük zarar almıştır. Türkiye, Kerkük-Yumurtalık petrol boru hattını kapatmış ve 5 yıl boyunca petrol gelirlerinden mahrum kalmıştır. Ambargonun kalktığı 1996'dan sonra ticaret hacmi büyümüş 2003 Irak savaşına kadar petrol akışı sürmüştür. ABD'nin Irak'ı işgali ile boru hattı tekrar kapanmış ve o tarihten sonra boru hattı üzerinde istikrarın sağlanması zor olmuştur. 2007 yılında Irak Petrol Yasa Tasarısı ile petrol akışı üzerinde etnik grupların söz sahibi olması sağlanmış ve ülkede karmaşa yaşanmıştır. Bu durum Türkiye'yi etkilemiş, 2010 yılında anlaşması yenilenen boru hattına çeşitli sabotajlar düzenlenmiştir. Irak'ın kuzeyinde yaşanan sorunlar Türkiye'nin de büyük bir sorunu haline gelmiş, PKK terör örgütünün boru hattına saldırılar düzenlemesi de kaçınılmaz bir hal almıştır. Çalışmamızda bu olaylara değinilirken, Irak ve Türkiye ilişkilerinde petrol faktörünün önemi detaylarla ele alınmıştır.
This article focus on the relationship between Turkey and Iraq. Turkey has a major role in transporting the
oil reserves of Iraq (second-largest in the world) from Mediterranenan to the West. For this purpose a treaty
was signed between Turkey and Iraq to construct the Kirkuk-Ceyhan pipeline in 1973. As a conclusion of
this treaty, Turkey transported Iraq’s oil to the West and made a great contribution to the geostrategic importance
of Iraq, During the first Gulf War Turkey suffered economic damage accepting embargo decision of
UN. Turkey closed up the pipeline and went without the income of oil for 5 years. When the embargo taken
off in 1996, trading volume increased and oil transporting went on until Iraq war in 2003. With the invasion
of Iraq by US, the pipeline has been closed again and it has been very hard to gain stability from that
date. In 2007, with the Iraq oil law draft different ethnic groups became holder of right on pipeline and the
country was brougt on chaos. Turkey was badly effected as a consequence and oil pipelines sabotaged when
the pipeline agreement renewed in 2010. The problems occured in the north Iraq have become the problems
of Turkey and it become unavoidable Pkk terror organisation sabotage the pipeline. In this study these events
are discussed and importance of oil factor in the relationship between Turkey and Iraq is examined in detail.
