All rights reserved.This study aims to examine the life, works, duties and non-formal religious education activities carried out during the period of Ali Riza Hakses, the ninth President of Religious Affairs, about whom there is no study based on primary sources in the literature. In the study, which was built on the descriptive scanning model, the documentary scanning technique was preferred in the data collection process, and the descriptive analysis method was preferred in the analysis of the data. As a result, it has been determined that Hakses was an important religious scholar who witnessed the collapse of the Ottoman Empire and the establishment of the Republic, and who was aware of the institutional structure of the organization, its current problems, and their solutions with the different duties he undertook. However, as a consequent of the aforementioned accumulation, it has been determined that the main objectives of the organization regarding non-formal religious education activities during the Hakses period were as follows. To issue the necessary by-laws and regulations for the Presidency of Religious Affairs; to increase the professional formation of the members of the organization; increase the number and effectiveness of places of worship in the country; to use religious and national days effectively in terms of unity and solidarity of the nation; to establish a library in all mufti offices that provide religious services in the provincial organization and to increase the number and variety of religious publications and broadcastings services.
