Özet

Ortadoğu’da bulunan İsrail kurulduğu yıllarda aldığı yoğun göçler ve çevresindeki ülkelerle girdiği savaşlar nedeniyle uzun yıllar boyunca ekonomik sorunlarla karşılaşmıştır. Coğrafi konumu ve çevresindeki ülkelerle olan diplomatik ilişkileri de mali yapısını etkilemiştir. Ancak, teknoloji ve endüstriyel üretim sektörlerinin gelişimi ile birlikte günümüzde gelişmiş ülkeler arasında yer almaktadır. Bu çalışmanın amacı ise İsrail’in kamu mali yapısını araştırmak ve ortaya koymaktır. Bu amaçla, çalışmada İsrail’in kamu gelirleri, giderleri ve borçlanması ele alınarak incelenmiştir. Bunların temel bileşenleri ve ögeleri de ayrıntılı olarak açıklanmış, grafik ve verilerle analiz edilmiştir. Ayrıca, diğer OECD ülkeleriyle karşılaştırılarak yorumlanmıştır. Bununla birlikte, küresel ekonomik kriz ve pandemi sürecinde devletin uyguladığı maliye politikaları incelenerek ekonomi üzerindeki etkisine değinilmiştir. Yapılan incelemeler sonucunda kamu ekonomisi büyüklüğünün genel olarak azaldığı tespit edilmiştir. Ayrıca, kamu borçlarının da düşük seviyede tutulmaya çalışıldığı görülmüştür.

Israel was challenged by economic problems for many years following its establishment due to mass migrations and conflicts with the neighboring countries. Its geographical location and diplomatic relations with the surrounding countries also affected its fiscal structure. However, with the development of technology and industrial production sectors, it is among the advanced countries today. The purpose of this study is to investigate and reveal the public fiscal structure of Israel. For this purpose, in this study, Israel's public revenues, expenditures and debt are examined. Their basic components and elements are also explained in detail and analyzed with graphics and data. It has also been interpreted by comparing it with other OECD countries. In addition, the fiscal policies implemented by the state during the global economic crisis and pandemic processes were examined and its effect on the economy was mentioned. As a result of the examinations, it has been determined that the size of the public sector in economy has decreased in general. In addition, it has been observed that public debts are tried to be kept at a low level.
